Only those with access to L3 can short buy a security when pps is under .01. Most peeps don't know this and think day traders are Short Buying and they are incorrect. OTC Short Interest, Feb 9, 20.49% represents the sigma interests of VFIN, NITE and CDEL. Additionally, these short buys, and many previous short buys, are naked shorts.
