If anything, they are saying that the recent few months have been the phase of dilution to generate funds. Thus, trying to explain why the price hasn't gone up in a bit. I look at it as them saying that they may be in a pocket of dilution but that once it is over, then be ready for news and a run. They haven't tipped their hats about a reverse split. All that talk comes from investors who often have lost on this stock and continue to lose because they can't let it go.
