I use the scanner on my "Think or Swim" program with TD Ameritrade...It's awesome!!!

I have it set up so I catch almost every major move on low float penny stocks.

I'm sure there might be a free scanner out there...but I have it set for the following:

Volume: 100k shares or more
Shares: 0-1 billion max(don't know if that's float, OS, or AS)
Price: .0001 - $5
% Gain: Equal to 10% or Higher

Bro...This cuts my choices of stocks down to around 10-40 by 10am and by 2pm it's around 100-150 max. And I'm experienced enough that all the HOME RUN plays jump out at me almost instantly.

You'll miss a few plays, but it'll pick up home runs at least 1 or 2 times every week...and by home run I mean 20% - 50% gainer during the next morning spike if you buy in the evening.

There's more things I look for but this basic scan is my starting point to find good breakout/bottom plays. If you need any more advice or have questions then don't be afraid to ask me in a private message :)
