Yes, it is for the shelf.

The prospectus is required to provide updates of any information previously submitted. Supplements to the prospectus will update it further. These are usually done in close proximity to the selling of shares, especially the supplements.

In general, there is no reason to do the prospectus or supplements unless you are planning to sell shares. Their purpose is to provide prospective buyers the most up-to-date info so doing one "for the hell of it" doesn't serve much of a purpose.

The rule of thumb is an offering usually follows the prospectus by a few days. This is especially true for supplements. With the previous management, it wasn't always clear because of the use of the ATM sales instead of PPs.

I thought the new management might put some insight into the document but the only thing new I saw that they took pains to document was the share price and market cap issues.
