There is more than one group interested in making things right. One of them is with Fifer included, "but out". The other one without. All key employees are convinced and coordinated to have Fifer ousted. They won't allow for any solution which includes him. This is good. The letter sent to the Ministry is not from Fifer, or even from Peta, but from the group which is willing and able to straighten the ship and bring us back.
