They haven't posted any quarterly results for over six months now, so what the financials look like are anybody's guess, but if they haven't gotten any of the money for the land sale yet no wonder they can't pay any of the overdue worker fees.

The way it appears from the article you posted is Fifer's trying to get loans or attempting to borrow against some of what they're expecting to get. Just my observation, right or wrong.
