basically, the US government wishes to retain the capability to perform comprehensive surveillance on a fairly broad basis.

it seeks to undermine technology that makes it difficult.

these are simply known things. the piece of the nsa that on its face appears to wish to promote protection is joined at the hip with the piece of the nsa which wants to undermine it.

the thing that makes the US accept a different way of thinking about the trust matrix is the one that gets the government to realise that exposure to harm via data is costlier than the "benefit" of broad surveillance.

that's a wide chasm. indeed, all sorts of politics and budgets depend upon the status quo.
