Yes, perhaps he intends to start issuing more shares to gain capital and wants to make sure he still has majority control of his company. Anything he has is restricted. The are only 122M shares issued, certainly he is going to issue more once sales take off.

What other reasons would he have to authorize more shares? He certainly hasn't sold them into the market.
