Brokers are middlemen. The ONLY people who can issue stock are CEOs.<i/>

Ok, the person from whom you buy stocks from. The middlemen are the ones that oversubscribed the stock. You've been around long enough to know that stock of these pennys are sold on a best efforts basis.
