Micro, I won't pretend to know how to summarize this paper. A few points: They mention germanium-doped silicon photodetectors, not organic polymers for waveguides. They mention the EMT/Nano team conducted the testing, which was mentioned in a paper in conjunction with LWLG published around the same time. (See Rickface's post # 10427). Let's not reach too far to start connecting dots though.

This paper seems to be theorizing what an entire photonic network would look like built on optical interconnects. This is not the same as an electronic network(like our current internet) using electro-optic modulators to pass the data over fiber lines. The latter is what LWLG is addressing.

We are arguably decades away from seeing the entire internet built on this kind of architecture.

It does mention electro-optic conversion points as a way to re-generate the signal along the way. In 10, 20, 30 years when we see a global internet built on photonics and all optical interconnects, who knows... maybe those electro-optic conversion points will be powered by "LightWave Inside".
