After reading your message, I realized a good way to handle Off Topic.

Make that a Matt-only thing. In other words, on things that are tricky, instead of having the Moderater/Assistant write a response to me, make it obivious that the TOS button is still there. Just submit a TOS as Off Topic and that gets my attention just as well as a PM.

I'll definitely make that change to the document on draft 3.
