playing with "float traded" and "restricted" to REDEFINE what INCC's dilution does to the stock value is ludicrous

INCC's DILUTION decreases the % of each shareholders ownership STAKE………CLEAR, FACTUAL

he BIG secret here is the "restricteds" time element……it could be 60 days, maybe 1 year……

MARKET doesn't like INCC's "secret" deals………... in PENNYS, it leads to failure within 12 months
