You most certainly do not have to be a registered voter to sit on a jury, grand or otherwise.

Los Angeles Country has found ways to summon those not registered to vote, without drivers license or ID card, owning no property in Los Angeles Country and without land-line phone numbers.

They must use psychics to make up their potential juror database. It's not like most living here don't use every strategy possible to avoid serving.

The one sure fool-proof way to be excused from jury service here is to be a writer on a crime show like CSI, but I have no idea why judges find that occupation so objectionable.
