It signals the inevitable delays and tells investors "we're close" but that is merely talking GREY! It's as though they are doubtful of a) any further MMPR licenses inspections by H.C. or b) that they will miss something in the inspection process and be handed yet another delay!

Very doubtful when CEO cannot put a hard date for something so crucial.
