There is no more buyback. Read the PR again closely.

This announcement is all there is. The stock not already in the market from the note holders will be removed and changed BACK into a convertible security (pref B). Which makes no difference because the stock is essentially illiquid anyways.

...and the market has not reacted in any positive way to the announcement of the reduction of the "float". And there will be NO buying pressure coming because they are not being bought in the open market.

Thus there is no "set-up".
