There are a lot of post on here about this so for everyone's info I had the same problem. I fixed my problem by running all the cleanup tools installed with Microsoft and Norton. ( this did not fix the problem by itself) Then I deleted any programs that were not supposed to be there and listed those sites to be blocked. Problem Fixed. I will not tell anyone how to do this because if don't know what you are doing you can delete something you need and I would not want that to happen, so I STRONGLY recommend you find an expert to help with it. Unless you have other issues this is an easy fix.
