If they do reach performance metrics etc they cannot simply sell into market. There are rules pertaining to the selling of restricted stock that factor things like average daily volume into consideration where you can only sell certain percentages on certain days to be very general.

Either way if they do reach these metrics the stock should be a lot higher. I'm not sure why people are freaking out about all these performance incentives the market already knew about all of this. This is completely normal practice for every company to issue stock incentive pay, options etc.
