Well you got the hint from OTC Markets, they are trying to emulate the Venture Exchange with that specific Tier.
You need to keep in mind that many companies refuse to pay the annual fee and are simply "No Information" Tier securities. There are quite a few No Information companies on OTC Markets. If one doesnt pay the fee and provide disclosure they are just a NO INFORMATION tier security, but they still have quotation.
You are absolutely correct the Greys are part of the OTC markets as well as ADRs. Grey securities have NO quotation, they lack the Form 211 to be quoted by a Broker Dealer. They pay no fees and they just simply rot on the grey market if they are a prior SEC Suspended security. ADR's may be on the Grey market and they pay no fees to be there either.
