Payment arrangements to the IRS are for DELINQUENT taxes. DELINQUENT taxes are what caused the IRS LIENS to be placed against Labor Smart until (IF) that payment arrangement is paid off at some undisclosed time.

The delinquency (and subsequent installment arrangement) is in the 10Q. It's interesting reading that investors should try to grasp.
