He asked why the restricted share count didn't go up if fred bought restricted shares. Its like that thing we did in 1st grade. If billy has two apples and he buys three more apples how many apples does billy have. The correct answer should be 5. If billy still has 2 apples after he buys three more something is wrong.

Same concept.
If HHSE has 99 million restricted shares and billy buys 6 million more restricted shares from hhse how many restricted shares does hhse have now. He asked why does hhse still have 99 million restricted shares if billy just bought 6 million. The right answer should be 105 million restricted shares.99+6=105

Just like the apples, they tell us billy bought more apples for 3 cents each but we counted the apples and the amount didn't go up.
