DWP, CEF's have been around since the late 1920s. They existed before mutual funds. Historically they traded at discounts to NAV. I've followed them for many decades, but rarely owned them.

In recent years they've employed all sorts of gimmicks to eliminate the discounts. Some now have guaranteed high payouts. If the CEF fails to earn enough to cover the guaranteed payout, it dips into capital to make the div. How's that for a deal: You Pay Yourself a Dividend! But that fools some people especially those on fixed income who are desperate for yield. There are other gimmicks, such as CFP's monthly distributions.

I also mod the AOD (Alpine Total Dynamic Dividend CEF) board a CEF that I mostly bash. Both CFP and AOD have been lagging investments. I've been 100% right for 2 years.

Yes, a broad CEF discussion group would be good. My personal view Is that most investors currently would do better using cheap simple index funds, like SPY, rather than CEFs.
