If they are indeed proceeding to the First Additional Exploration Period then they are commiting/obligated to spend $30 million whether they do something or not. So surely they will do something.

I would think that if they decide to back out after a year or 18 months that there would be nothing to force them to pay a single dime ! Can't see CEPSA cutting a cheque to the Kenyan government for $30 million ! It would simply be "see you later" !
