There is one distinct difference between getting an extension to the Initial Exploration Period to make the decision, and making the decision after moving to the First Additional Exploration Period. If they are indeed proceeding to the First Additional Exploration Period then they are commiting/obligated to spend $30 million whether they do something or not. So surely they will do something.
