Bioelectronics Corp (BIEL)

I am sure this question has been brought up or topic discussed before , but in a nutshell can someone explain the difference between BIEL's product and the Icy Hot product that I see advertised daily on TV.

Seems like basically the same product or technology to me.
What makes BIEL's product different that it is not approved.

Just thought I would ask rather than dig through hundreds of posts to find where this has already been discussed.
