I can only think it's some form of a MM shake. Of course, they undoubtedly want to gather more shares. Like you said, the accumulation demands a higher PPS. But the low volume makes it necessary for them to keep the spread large. And very often I see a slap of the ASK does not result in a higher pps, thus keeping the pps down too. Also, the ASK must be lowered if nobody is buying. We were almost down .05 today, but the .04 spread allowed someone to slap the ASK at 3:59 to close us at -.01.
