A 13G is a public notice of an investor taking a significant portion of the company which in percentage ranges from not less than 5% and not more than 20%. A 13G also signifies that an investor intends to stay passive in that they do not wish to show control over company operations.
I think its safe to say that when an investor decides to take on a "significant" portion of a company they see growth potential. Given the DD I have done, I would say this is overall a nice thing to see.
