No, there is no reason that the license partnership would need to be registered at the state or SEC level. I am not sure of the structure of the partnership; however, there is no reason to believe they are not just paying another company for a percentage of the gains and be able to guide the other company with the license. Hope that makes sense, just woke up. GLTA!
