Just to follow up.

I listened to the conversation again,
the float is "... 500 million, oh about 500 million....., ... the OS is around 1.3 billion .... about a billion restricted..."

I realize that doesn't add up, but, whatever.

The OS I posted earlier was given to me by the TA.

BTW, I agree email is much better, if you can get a reply within a decent time frame.

My fills were at the ask and took awhile as well.
