Read the financials. Seems like to me they have a lot going for them. For instance, they have a 25% chance of winning a $4.5 million high visibility contract from NY. Also the pilot for providing internet for the schools with Hughes seemed to have gone well. Possible expansion to 1000 schools is in the cards. And there is much more.

You and everyone here knew you were investing in a penny stock with no guarantees. So why sulk. If you feel it is loser, cut your losses and sell. Many, many other options out there.
