Because, since MIKP shares are not registered, the SEC cannot revoke the shares altogether. The only thing they can do is go after Mark, but the ticker would still be there for some other scam artist to takeover. But when Mark files the Form 10, the purpose of which is to register the shares, they can shut the ticker down permanently the first time he misses a filing deadline, or screws up otherwise. No more Greys, Pinks, or Chartreuse; the shares will just cease to exist...
