NO ONE in their right mind would throw away the Tullow/Swala opportunity if charged with running CEPSA Kenya unless there was a strict protocol to be followed at CEPSA before committing to an expenditure of millions of dollars, and anyone found not adhering to said protocol would be subject to immediate termination.

CEPSA had decided to withdraw from the licence because the short period of time available to it before the Joint Venture had to decide to continue into the third year of operations was insufficient for it to complete its internal analysis before reaching a drill-or-drop decision.
