Fidelity: No Lending Shares unless Margin Agreement

Here is the answer I got from Fidelity in response to my inquiry about lending shares:

"Thank you for contacting Fidelity in regard to shares being loaned. I hope you are well and I am happy to address your concerns today!

Your shares cannot be loaned out as you do not have a margin agreement on file with us. When you sign up for and are approved for margin trading, that is when we are able to loan out your shares. You may read about this in the link I provide below:
