Why,
The key here is 'and other conditions are satisfied'.
"Rule 144 allows for the public resale of restricted securities only if certain holding period and other conditions are satisfied. The start date for the holding period for the dividended shares shall be the record date of August 7, 2013, and the holding period is one year."

For a shareholder to exercise the restriction, aka deposit the certificated shares into an account, it's an expensive cumbersome process.
I have no vested interested in Grlt or any dividend certificates, just pointing out it's unlikely there will be a flood of shares hitting after the one year mark.
