the Committee directs [encourages] FDA to revise and re-issue, after public comment, its existing guidance regarding SPA agreements to clarify the agency’s interpretation of the statutory standard regarding SPA agreements and the rescission of such agreements.

In what universe does "directs" = "encourages"? That's a DEMAND, not a "pretty please?" - an inaccurate interpretation on your part. And there is money attached to the demand, something like $1.5M or $1.7M - peanuts, but it's there - go check the law blog website for the article again if you don't believe me.
