Here's another thing. If three years ago the DR government said you will not be receiving your treasure for three years then if possible DBM could have prepared for that. That is not how it went, it dragged on day after day week after week and months became years. Instead of folding up and taking the boats to another country DBM continued to recover treasure. You cant open a treasure producing site and walk away from it for many different obvious reasons. DBM stuck it out. There is company related consequences for this action. I am sure in the long run it will eventually pay off. A lot of patience's is required when working with third world governments.
