Somewhat. I think they come in and buy up a bunch and then just start taking their percentage chunks and keep some of their free shares (or add short shares, depending on what platform they use) for when the stock declines from stalls and flips, to break through supports to trigger sell offs in the name of "liquidity". Then he (they) buy the shares back, in aggregate, for much cheaper and rinse and repeat until the stock is beat to hell and useless. Then they leave and it takes a while to recover, or some catalyst makes them more money, etc. It can be a severe pain. Hopefully that doesn't happen too badly to TCEL, but it appears to be the game at the moment. Any company dilution (whether necessary to the company's business plan or if they are just scamming) works tremendously in their favor.
