I have a question for you then ... Since you said I didn't answer the other question.
Where oh where would any company specifically state they will dilute the share count.
The reply I have is the typical statement t when a company is going to initiate share selling into the OS to pay for debt and / or services.
That statement still stands. The intention of those shares are for paying off debt convertibles, services and promotions ( that's a little cherry by the way).
They can use it in any way possible which, if / when sold, is your typical dilution stream.
