HKND has won concessions from Ortega that are potentially far more valuable than any kind of relationship with a broke pinkie such as ACDU. Why would HKND want to split profits with public shareholders and why would they want to buy land from ACDU when they have authorization to seize any land they want paying no more than property tax values...

...assuming that ACDU even holds title to any land.
