APA, thanks for look see & question. This is my opinion only:

#1 they have plenty of shares already
#2 purchasing shares prior to any announcement might be considered
trading on inside info. A serious no-no.
#3 since they are in, what can be considered a type of banking business, they need be EXTRA careful.
