The State of Washington has been accepting applications from those wishing to sell edibles. USEI could have submitted an application, had the necessary kitchen inspection and could have been in a position to sell on Monday.

They have not done this. There has been no reason for anyone to be low key as the State has been accepting applications from those wishing to to business.
