Yes it was.

Obviously, not a lot of volume today but appears no shares (very little) are available on the bid. If you want shares now, you must pay the ask. Only 50,000 available at .028, that's only $1,400.00. I don't have level II so I can't see what's behind it, but that won't stop me from predicting .03's today;)
