Yes, but so is securities fraud. But exposing this crime, DOK may be protected, under the law, by the Whistle Blower Protection Act.

As he exposed alleged wrongdoing, he may be protected from any criminal prosecution.

Thus, the threats, from USEI, about slander really are not an issue.

If he indeed has a recording, then it is Tony who should be fearing the law.
