Althouigh Milan Saha is the current securities attorney for PVEC (there have been multiple previous ones), he is NOT a "duly authorized officer" of PVEI as is (falsely) claimed on the Series C certificate. His signature is improperly used to verify the authenticity of the certificate. If he authorized the use of his signature for these certificates falsely claiming to be a "duly authorized officer" of the corporation, he could be accused of fraud.

Typically stock certificates are signed by both the CEO and the Secretary of the corporation as a Google image search for "stock certificate" shows. (Example)
