That just tells you the new A/S but not the R/S Ratio.
The R/S Ratio will likely be way higher.
Here an Example -> MCCO
http://nvsos.gov/sosentitysearch/corpActions.aspx?lx8nvq=RDs8uPsauJnN6aXGrGFNBA%253d%253d&CorpName=MINE+CLEARING+CORP.

The AS was raised on 5/8/14 to 300M, not like here where it was set lower. The O/S at that time was 60,066,200 a/o Mar 31, 2014

The the PR:

Mine Clearing Corp. (MCCO) Announces Reverse Split and Merger With Change of Name to ClickStream Corporation

SEATTLE, May 19, May 19, 2014 (GLOBE NEWSWIRE via COMTEX) -- Mine Clearing Corp. (Pink Sheets:MCCO) has announced that at a shareholders' meeting held in Los Angeles, CA on April 27, 2014 the holders of a majority of the outstanding shares of the Company voted to reverse split the common stock on a one for three hundred basis and authorized a new class of preferred stock (5 Million Shares). The result of the common stock reverse split left the Company with approximately 600,000 shares of common stock outstanding and a total of 300 million shares of common stock authorized.

Just an example!

But this shows the A/S is/can be treated different from the O/S during an R/S, the Company can basically set it where they want it, as long as the O/S fits within the A/S. In the above Case, old shareholders will basically wiped out.
