For a bunch of guys who think they are so very
smart, you seem to be missing this fairly obvious point.

This occurs at a voltage well below Vcc_max, but at Icc_max.


The value of Vcc is immaterial to my argument.

You are still missing the essential point that average current draw over
any time period comparable to the thermal response time constant will be
less than Icc_max. The part may draw Icc_max for 1 or even 10 clock cycles
(and the power supply has to be able to handle the instaneous draw) but from
the point of considering the thermal design maximum power in the absence
of throttling the maximum power will be less than 99 W. Icc_max is not a DC
value.
