It doesn't mean that. SEC rule bib and ask can only be the same for 20 seconds, then one of them has to move off. I don't see any 30 mil trade. It could have been a prearranged trade that went in at diferant prices and posted at an average price after bock was completed. Could be other things too. Has nothing to do with bid and ask same.
