At the end of this year , will start the construction of a transoceanic canal in Nicaragua . The main investor of the project is the Chinese company HKND ( HK Nicaragua Canal Development Investment ) received the grant for a period of 100 years for the building and operation of the canal .

Russia , in turn , as well as an economic support , will provide political and military support . Moreover , it will be to organize the protection of works against any provocations .

The construction of the canal in Nicaragua has been dubbed a "project of the century " which will connect the Pacific Ocean to the Caribbean Sea as an alternative to the Panama Canal , by which , even after the rehabilitation , may move two ships with the tonnage times lower .

Of course it is an expensive project. According to preliminary estimates , the works are valued at 40 billion dollars . The main contractor and the investor is Hong Kong company HKND . Simultaneously, the construction of the canal will join companies in other countries , including Russia .

But the biggest task is to ensure Russia's political and military support of this project . For this reason , the Nicaraguan government signed a special agreement with Moscow , according to which Russian warships and aircraft " shall exercise patrolling the territorial waters and protect works against probable provocations " . The agreement will be in force at least until the middle of 2015.

Moreover , in Nicaraguan territory , will be installed a base of logistical support from the Russian Navy . This plan has engendered a number of Western media speculation . They say that Russia will take the opportunity of " pied a terre " in the region through its military bases you want to open in the Republic of Seychelles , Cuba, Vietnam , Argentina and Nicaragua . Russian Foreign Minister Sergei Lavrov , explains:

" We have no plans to create naval military bases abroad. It is true that today we use the oceans not only for military exercises , but also to perform specific tasks , such as combating piracy. The pirates are appearing in various parts of the ocean , so the Navy usually hold marches over long distances . As a result , we have to agree that our warships can enter the ports for maintenance works and repair , refueling with victuals and rest of crew . But it is not building military like the U.S. bases . Neither we conclude similar agreements to which the U.S. , thus ensuring the immunity of its military against any crimes committed in the country of residence . "

Rather, it aims at strengthening multilateral ties with the Latin American region . Last month , the foreign minister visited Moscow and received several colleagues and political leaders of Cuba , Nicaragua , Chile , Peru , Argentina and Venezuela which examined first of all , the state and prospects of economic - trade cooperation .

Peru, for example, was willing to establish direct contacts with the Customs Union (Russia , Belarus and Kazakhstan) , including free trade agreements . With Argentina woke up to reciprocal investments in various spheres .

Further progress is expected in summer 2014 . On July 15 , Brazil will host a summit of the BRICS group , bringing together the most dynamic economic , has gained a political postage worldwide . Your positioning and posture have had an increasing impact on global processes .

By tradition , under the summit in Brazil , is expected outrich a meeting to which representatives of many Latin American countries were invited . With leaders of some bilateral meetings have been scheduled Vladimir Putin . Thus , Moscow proves that the Latin American region is becoming a serious factor in the formation of a multipolar world process.
