Urinating in public will get you on the RSO list. I understand that's not what he did, but he even said that he's turned himself around and become a man, and is conducting himself as such. It's surprisingly easy to land on that list, and impossible to get off of it. I was a little shit as a kid, and I was able to get a LES/PT clearance.
