The "Grey" area is in their typical OTC scam press releases. They may name a partnership they have entered into but not named the company. Or mention a financial partnership but say something ridiculous like there is a confidentiality clause. These press releases talk about progress within the company but with no verifiable evidence that it actually happened.
But..nothing is illegal because the PR's are so vague. Steven walks a tightrope when he talks so he doesn't say anything incriminating. The guy is a complete psycho. They are running g a dilution scam which is stock fraud. But somehow they are staying on the right side of the law by splitting hairs with words.
