I have dealth with a lot of MOUs, and all of them were pretty clear on the roles and responsibilities, financial implications, specific conditions and timelines, so I don't think this one would be any different. Generally, If an MOU has a specific condition and the condition is not filled, in a specific time frame, the MOU becomes void or obsolete....
